HSE Advisor - Civil Management

MAIN PURPOSE OF THE ROLE

Reporting to the Director of HSE & Risk Management, the HSE Advisor- Civil Management is responsible for providing advice and consultation to all personnel of Frontline Civil Management, a subsidiary of A&B Rail Services as well as guidance in compliance with the core program that drives corporate strategy for strong safety performance and continuous improvement. The position is accountable for the coordination and preparation of all HSE documentation that is commonly used by our business units as well as assistance with the creation of strategic initiatives to help with client interface.

KEY RESPONSIBILITIES

Provide advice and consultation to all personnel for programs that drives corporate strategy for strong safety performance and continuous improvement

Investigate processes; support to management for the collection and tracking of all safety related metrics

Timely provision of advice and documentation to facilitate higher level incident investigations; a regular liaison with the HSE specialist/ WCB claims advisor; the support to management to plan, and assist with or deliver HSE education.

Create and execute development plans and revise as appropriate to meet changing needs and requirements

Facilitator for all forms of Root Cause Analysis (RCA)

Coordinate and prepare of all HSE documentation that is commonly used by the business units

Assist with creation of strategic initiatives to help with client interface

Design and create a site or project specific safety plans if required by management

Help with identifying training for employees for accident prevention to maintain safety awareness

Analyze safety conditions and recommend changes to continuously improve operational safety performance

Assist with the maintenance of records as necessary to comply with relevant laws and regulations

Prepare and submit reports to document compliance and incidences

Assist with audits and inspections of operational activates

Review existing safety systems and make recommendation for improvement as required

Proactively identify plans to reduce hazards to reduce the risk to the organization

Provide advice on safety systems, trends, response actions, investigation, and interpretation of health and safety regulations

Assist with various programs and initiatives to build and sustain a safety culture that becomes a “way of life” for employees and contractors

Take an active role in ensuring that all employees understand and comply with company policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES

Strong interpersonal, communication and customer service skills

Strong computer skills are required with proven proficiency in Microsoft Office (Word, Excel, PowerPoint and Outlook)

Demonstrated customer service focus

Ability to multi-task, prioritize tasks and quickly adjust in a rapidly changing environment

Effective and proven organizational skills to meet multiple deadlines and handle multiple tasks in a high pressure and demanding work environment

JOB REQUIREMENTS

A diploma/certificate in Health & Safety/Environment, or equivalent discipline;

General understanding of HSE Management Systems, familiarity with the construction sectors certifying partner’s safety standard(s) is required

Civil/Earthworks HSE field experience;

General Knowledge in the operation of Heavy Equipment

An understanding of mining rules is considered an asset
